For two decades, advocates of gender equality inside the military, supported by civilian feminist activists, have been pressuring political and military leaders to make equality of opportunity into operative policy. The institutionalization of feminist politics does not yet mean that equal opportunity norms prevail within the institution; what it means is that a feminist organizational presence within the armed forces is there for the duration.
My purpose in this chapter is primarily to describe the appearance (remarkable, given its unlikely institutional setting) of feminist interestgroup activism in the military. I defer until the following chapter an analysis of how the law sustains military feminism in its particular influence-seeking, interest-group form and how the law simultaneously restricts feminism's reach. In this chapter, I begin by recounting the 1991 efforts of women aviators and their civilian supporters to pressure Congress to amend the combat exclusion, an example of the influenceseeking, pragmatic politics of military feminism.
